Bhubaneswar, 3rd July 2015:    Large industries in Odisha should have their own downstream promotion policies for growth of downstream and ancillary industries in the State, Chief Secretary Gokul Chandra Pati said during a workshop on Petrochemicals & Plastics Industries organized on Friday under the joint aegis of Indian Chamber of Commerce and department of Petrochemicals, Govt of India.

“Government is focusing on maximum value addition in mineral, aluminum and steel sectors. Facilitating policies and support mechanism have also been put in place. The mother industries need to have definite promotion policy for exploiting this opportunity,” Sri Pati said.

“Govt has created land bank for setting up industries and compensatory afforestation. IDCO and Industrial houses have to think of a dynamic policy for involving the land owners as the stake holders in the industry so that they take interest in coming up the unit. Chemical waste management from the very beginning should be a part of the upcoming PCPIR and Plastic Park at Paradeep,” he added.

Speaking on the occasion as Guest of honour, Visha Dev, CMD IDCO said that comprehensive infrastructural development plan has been adopted for PCPIR at Paradeep spreading over around 240 kms. The National High Way connecting Paradeep is being developed to 6 lanes. A coastal road touching Astaranga-Puri- Paradeep have also been initiated. The double line rail connectivity is already available. Another new railway line from Haridaspur to Pardeep is expected to be completed soon. Helicopter service from Bhubaneswar to Paradeep is also in pipe line and expected to commence soon. Govt has sanctioned another plastic park near PCPIR with estimated cost of 120 cr. for infrastructural development. Sri Dev added that IOCL is the anchor investor for the PCPIR and the Refinery of IOCL is the anchor industry. IOCL has mobilized other 4 industries for the region. Chief Secretary Sri Pati asked IOCL authorities to announce firm dates for coming up of these new 4 units.

Addressing the Workshop Avinash Joshi, Joint Secretary Dept of Petrochemicals, Govt of India said that Central Govt would provide necessary assistance and support for more number of manufacturing units in the country. Odisha has the center of excellence like CIPET for skill development. Skilled manpower and other resources are available in the State for development of manufacturing units.

Chairman, Indian Chamber of Commerce, Odisha Chapter Vishal Agrawal presided over the inaugural session of the workshop. Sidhartha Mitra of IOCL, Nityananda Palai, Director, Industries Govt of Odisha were present on the occasion. Industrialists, small and medium-scale entrepreneurs, industrial associations along with senior officers from respective departments joined the event.

The one day workshop was organized in 4 different sessions. Kalyan Charan Mohanty, General Manager IPICOL along with other experts deliberated various aspects like schemes and incentives provided by Govt, statutory and regulatory compliances, research and development activities, market dynamics for petroleum products, boosting plastic manufacturing in Odisha, cluster development and capacity building etc.
